Director, Information Technology

POSITION SUMMARY

Reporting to the chief operating officer (COO), the director, information technology (IT) ensures the effective planning, organization and operation of information technology services and support across the College of Physicians and Surgeons of BC.

This individual will oversee information management (IM) project coordination, resource management, contractor supervision, as well as communication with the senior management team, leadership team and end users.

The director, IT will hold responsibility for strategic and tactical planning as well as identifying, selecting, and deploying appropriate technology resources and/or contractors to support corporate goals and objectives.

The director, IT will work with the COO to direct all IT operations to meet customer/organizational needs as well as the support and maintenance of existing applications and development of new technical solutions.

DUTIES AND RESPONSIBILITIES

Duties include, but are not limited to, the following:

  • manage the deployment, monitoring, maintenance, development, upgrade, uptime and support of all IT systems including servers, PCs, hosted/cloud solutions, operating systems, telephones, software applications, audiovisual systems and peripherals
  • analyze business needs presented by the user community and/or customers and recommend cost-effective and secure technical solutions that support the College’s strategic goals and priorities
  • manage (develop/implement/maintain/update) College IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision
  • work with the COO and director, finance to identify appropriate vendors, negotiate and maintain contracts and service agreements with selected service providers
  • manage key supplier relationships, holding suppliers accountable for service delivery and meeting College deliverables
  • create and maintain IT documentation, including system and user manuals, licence agreements, and documentation of modifications and upgrades
  • oversee provision of end-user services, including help desk and technical support services
  • work with the COO to maintain a College-wide IT strategy, annual operational plans, key performance indicators and risk register

SKILLS AND QUALIFICATIONS

Required skills and qualifications include:

  • university degree in computer science, business administration or equivalent
  • minimum of 10 years’ experience including significant IM/IT leadership roles
  • experience in IT strategic planning, architecture and implementation
  • significant relevant project management experience
  • experience with systems design and development from business requirements analysis through to day-to-day management
  • proven experience in IT resource planning, organization, and development
  • managerial experience
  • ability to identify, assess and mitigate business security risks associated with systems and data integrity ensuring ongoing service delivery
  • experience in development of business continuity plans meeting organizational requirements for critical systems
  • demonstrated knowledge of relevant industry standards, legislation, and technical requirements
  • excellent written and verbal communication skills
  • superior analytical and problem-solving abilities
  • proven leadership skills with the ability to work independently and as part of a collaborative team
  • experience with implementation of an electronic document and records management system (EDRMS) in a complex environment would be an asset
  • experience in a health-care or regulatory environment would be an asset
